What is a Health and Safety Representative (HSR)

Having a well-trained and engaged Health & Safety Representative can help reduce the impact of work-related injury or illness by providing a safer workplace for your business, employees and workers.

The benefit of a Health and Safety Representative (HSR) in your workplace is that they provide proactive, systematic ways for preventing safety challenges in your workplace, as well as dealing with safety issues as they arise.

The role of a HSR is to facilitate the flow of information about health and safety between the person conducting a business or undertaking (PCBU) and the workers in the HSR's work group, and to meet the PCBU’s obligation to consult with workers on work health and safety matters. They also provide a process for PCBUs and workers to identify and resolve workplace health and safety issues.

The entitlement to issue a Provisional Improvement Notice (PIN) was introduced with the WHS legislation released in 2012, and is another 'tool' in the kit for HSRs to carry out their function. The difference is this tool is enforceable and typically a WHS inspector will only become involved if there is a dispute or non-compliance with the PIN.

Training for HSRs

To meet the requirements of the WHS legislation released in 2012, training courses have been developed for Health and Safety Representatives who will be undertaking the role of elected HSRs under the requirements of the new WHS legislation.

In addition to the initial five day prescribed training program which provides HSRs with the skills and knowledge required to undertake their duties, under section 21 of the Workplace Health and Safety Regulations 2011; HSRs elected by their co-workers are entitled to attend a one day refresher training each year. This commences one year after initial HSR training to ensure representatives are kept up to date with legislative changes, and are also able to maintain their roles and entitlements as an elected HSR.
